As a means of transporting hazardous chemicals, tanker trucks involve multiple stages of loading and unloading. Any mistake at any stage can lead to a serious disaster. What are the safety requirements for tanker truck loading and unloading operations?

Before loading and unloading
  1. Before entering the factory, you must present a "Delivery Note" or "Shipping Note," vehicle registration, driver's license, escort certificate, and other relevant documents. Only after the production enterprise has conducted safety and security checks on the vehicle and personnel and classified them appropriately can entry into the loading and unloading area be permitted. Mobile phones, lighters, and other non-explosion-proof items, emergency items, and unrelated personnel are strictly prohibited from entering the loading and unloading area.
  2. Before loading and unloading operations, personnel should ensure that the tanker truck is positioned correctly at the loading/unloading station, turned off, parked steadily, with vehicle anti-roll devices and warning facilities placed in front to prevent movement. Vehicle keys should be handed over to the loading/unloading workshop (station) for unified management.
  3. Ensure that the tanker truck is reliably connected to the static grounding device of the loading and unloading platform.
  4. Loading and unloading personnel, together with the driver or escort, must ensure that the loading arm and the tanker truck filling port quick connector are properly secured and locked, and confirm by signing.
  5. Loading and unloading personnel, escorts, or drivers must perform safety checks on the equipment for which they are responsible, and loading and unloading operations can only proceed after jointly confirming that there are no abnormalities.
During loading and unloading:
  1. The entire loading and unloading process is under video surveillance. During operations, warning lines should be set up around the loading and unloading vehicles, and unrelated personnel and vehicles are prohibited from entering.
  2. In case of abnormalities during loading and unloading, the escort or driver should be able to quickly shut off the emergency cut-off valve on the tanker truck.
  3. It is strictly forbidden to fill up to the designed maximum capacity, and measures must be taken to strictly prohibit overfilling.
After loading and unloading
  1. After loading and unloading are completed, the loading and unloading personnel stop the loading meter, and close the shut-off valve and loading pump in front of the loading arm.
  2. The escort or driver closes the valves on the vehicle and seals the vehicle filling port, while the loading and unloading personnel add sealing tags.
  3. After inspection confirms that the tanker truck is completely disconnected from the loading/unloading platform connections, such as pipelines and static grounding wires, the vehicle is allowed to leave the loading/unloading platform.
Instructions for Use
  1. Do not use hoses for loading or unloading liquefied hydrocarbons;
    • Do not allow vehicles waiting for loading or unloading to gather in the loading/unloading area;
    • Vehicles that have completed loading or unloading must not stay in the loading/unloading area; unrelated personnel are prohibited from entering the loading/unloading site;
    • No ignition sources are allowed in the operation area;
    • Continuous loading and unloading operations for 24 hours are strictly prohibited.
  2. Nighttime (after 20:00) loading and unloading should be avoided as much as possible. If nighttime operations are required due to local government traffic regulations or production needs of the enterprise, the production company and professional company should jointly conduct planning, enhance on-site supervision, ensure emergency rescue personnel and materials are available, provide night lighting, and formulate a special emergency response plan for nighttime loading and unloading.
  3. Loading and unloading operations must not be carried out under any of the following circumstances:
    • Severe weather such as thunderstorms or sandstorms;
    • Presence of open flames nearby, or abnormal operating conditions in equipment and pipelines within the loading/unloading area;
    • Abnormalities in a liquefied hydrocarbon vehicle or its safety or loading/unloading accessories;
    • Detection or discovery of gas leakage.
